I believe it's assumed... Otherwise, the issue of a survivor would be much more complicated, as another person of the same gender would have to have died in their place.
Edit: I think they were just completely burnt to ashes, unidentifiable. There might be a dozen bodies there, or none at all.

I agree. Many could now interpret as the fire department being some secret organization significant to the series (either VFD or OFD) but I think that the lack of insignia shown by the '?' was just to avoid putting the Baudelaires' story in any specific location. I mean, FDNY would put a place to the series, slightly ruining the mystique, don't you think? It would ruin the mystique, yes. I assumed the question mark on the firefighter's hats, after reading the BBRE notes, questioned whether the firefighters were acting on noble or unnoble orders; or whether they belonged to OFD or VFD.

I seriously doubt that too. Why would the Baudelaire parents want to kill themselves?

I'll admit, the OFD/VFD thing is what I first thought as well, but we know that Handler didn't have the VFD plot in mind when he began the series, and therefore the fire department probably wasn't going to be evil. So, I still think the only reason was to avoid a specific location.

My opinion is that although the fire was started yes, we all know. Somewhere I read that the Fire Department were too late to save the house. Actually, it's from what Mr Poe says in TBB. Anyway, apparantly the reason they couldn't save the house wasn't because they were too late, it was because they DIDN'T WANT to save the house. I thought for a while that the Official Fire Department could actually be called Olaf's Fire Department. I think it was hinted at in one of the books, though I'm not sure....
