I'm keeping this apart from the main FU13 thread, as that will have spoilers, while this is a speculation thread for people who haven't seen the book yet. It seems, from the previews, that some characters from ASOUE will turn out to have spent their youth in Stain'd. Specifically, so far, Hal, Colette and Kevin. The question is who else will appear.
Probably not anyone who is known to be a member of VFD. Of course, it's not altogether clear who is a member of VFD - many of us were not expecting Hector to be one. From what we have seen so far, members of VFD include Hector, Monty, Haruki, young Mr Widdershins, and Gustav. From ASOUE we can be sure they also include the Anwhistles and Madam Lulu (and some offstage characters like the Duchess and Thursday) - after that it gets a bit murkier.
So who?
Hugo (the most certain, I would think). Bruce? Ms Strauss, a young horse-thief? Phil, looking at the good side of the misfortunes befalling his family and town? Milt and/or Lou?
Who else?

In Hal's case, I wouldn't exactly call it his "youth"... well, it could've been his youth as well, but he's probably a grown man at this point.
Bruce putting in another unexpected return as Handler's weirdest favourite minor character doesn't seem too unlikely, but I also think Ishmael would be a good choice - perhaps in his days as a schoolteacher. Though that might be more for ?3 than File Under.

Well, fair enough. I guess it's comparative youth either way, as he certainly couldn't have been any older.
Rereading your first post, also, Phil seems like a pretty good wager. He seems like he'd be easy to slip in quietly and just hint at his chief character trait in the same way as there was an allusion to Kevin holding planks in each of his hands.

More thoughts on this: Note: I'm still considering my that my Immortal theory fits into ATWQ
Maybe we will see Ishmael as a schoolteacher? If so, then we can narrow down the setting more of ATWQ. Since Bruce had more cameos in ASoUE than most, I believe that he will be revealed or referenced in ?3 or ?4. I also think Phil is a good wager; however, I wonder if he'll not have a limp like before. Maybe a reference to Lucky Smells? to set things in motion for him working for Sir in ?3 or ?4(?)

Bruce would be perfect, because he's already the most arbitrary character to put in a reappearance, and it'd be funny for him to show up again. Not that this applies to File Under any more, since we know perfectly well who was and wasn't in that.

I hadn't thought about that. That would be neat if Cozy's daughters are the white-face women from ASoUE. This makes me think about the other characters in ASoUE with mysterious backgrounds.

They're only twin siblings, one male and one female. Although we still can't entirely rule out the possibility.

Ah, drat, I didn't have my FU13 copy at hand and remembered them as both female. But yes, I think that the Cozy twin siblings were still said to look much alike.
