In the vile village(netflix version) Jacques says something along the lines,You were one of is you could be again, we promise we won't throw the book at you. Did he really mean it? Do You you think VFD would have accepted Olaf back with open arms? Or was a last ditch attempt to save his life?

If Olaf truly and sincerely repented of his crimes and made a serious commitment to working in the interests of justice and knowledge, then I think he would be accepted back, yes - though not without difficulty and suspicion.

I think part of being noble is being willing to forgive, but it's still difficult for me to believe they would allow Olaf not to have any consequences to his actions, especially since some of his actions were murder. Sometimes there are consequences to your actions, even if you are truly sorry for what you did.

I dunno, that depends on what moral theory you're following (it here occurs to me that trying to pin down what, if any, specific moral code any of the ASoUE characters are working from would be a very interesting exercise). For example, if V.F.D., or at least Jacques, follows some form of utilitarianism — well — if Olaf truly repents, if we consider it much more likely that he'll keep working for the side of good for the rest of his life — then it would be moral not to punish him for the crimes he now regrets and will not repeat. (In real life, the fact that letting some people get away with murder might encourage other, hesitant would-be murderers to go through with it complicates such a reasoning considerably; but since VFD is a secret society and all, it doesn't really apply here, by fiat.) But all this is academic, because all Jacques says is “we won't throw the book at you”. That does not mean he won't get punished at all, just that he'll get off lightly.
