Quigley says he met Jacques Snicket at Monty's house. But this description from Book 10 sounds just like Lemony:
Doesn't that sound just like Lemony's reclusive behavior? I know this happened before Jacques' death, but Lemony was already supposed to be dead. What if he posed as his brother to research the kids?

This is not a wholly unreasonable proposal, in the sense that it is possible; but bear in mind that we know little about Jacques's behaviour, save that he had worked in research and as a journalist and posed as a detective, which makes it entirely reasonable that he would behave in such a manner.

I think it would be likely that both brothers would have similar habits, having been raised in much the same way, and also sharing common DNA.
