From ATWQ through the ASOUE series, there are so many examples of Lemony refusing to follow rules or orders. But I can't figure out what makes him different from everyone else...why is he the only VFD member who acts like this?

I think in ATWQ, Lemony is definitely a rebel. It seems like he wants to change V.F.D. from the inside out according to his own viewpoints. In that way, he is kind of a radical in the ATWQ books. He is maybe a rebellious teenager.
I really don't get that from him in ASOUE. He seems like a man who is hiding, both literally and figuratively. Literally, he is hiding from the law and his enemies. Figuratively, he is hiding from his own beleaguered past. I don't think he is rebellious anymore at that point. I think so many bad things have happened to him, losing the woman he loved really twice over, watching so many friends and coworkers die, have taken a toll on him, and he has become too afraid to be rebellious.
I often have trouble justifying who Snicket is as a character in ATWQ compared to ASOUE. Maybe we will learn more if Poison for Breakfast ever comes out...

Is he the only V.F.D. member who acts like this? ATWQ makes it clear that Lemony has many allies and people who agree with him - Kit, Hector, Widdershins, Josephine. It's perhaps not a coincidence that they're the dominant generation by the time of ASoUE. Lemony became a defeated person after ATWQ, no longer able to distinguish himself from what he fought and now aware that creating a better world isn't such a simple matter; but it's reasonable to propose that his allies ultimately did to some extent reform V.F.D. You can't rebel when you're in charge.

You can't rebel when you're in charge. It's as impressive as ASOUE and ATWQ can still mess with my feelings after so long, especially when I read comments like this.
