Well..
Mr. Poe obviously knew the Bauds well enough - so he might have known a few relatives to begin with and could have looked their numbers up. Also, he could have asked relatives who had turned down the offer, to give him names of other people who might've been interested.

I think (think, cant check, as thebooks live far away from me, currently...) that the will, and Book The First, stated that they would be placed with the most convenient relative -- location and willingness to take in Orphans. Violet thought it was odd that they had never visited Olaf even though they lived so nearby. obviously, the Baudelaire parents didnt want anything to do with him, or, possibly, didnt knwo he was there.
On the other hand, might he have offed 'em and then moved to town..? I imagine Mr. poe cantacts potential adopters each time the Baudelaires have to move on, and chooses the one who is nearest and accepts the kids. that would explain why they wind up in and out of the city.

I've said it once and I'll say it again. Mr. Poe is either a good guy or a bad one. Acting clueless to Olaf's schemes or trying despretly to take him away from the children's lives forever. The second one isn't too likely after seeing his actions. I do believe, however, that he was somehow at that meeting with the Baudelaire Parents that morning before seeing the children at the beach. My foresights are rarely ever true though. Whatever it is Mr. Poe has a lot of secrets or is exactly what the book says he is.

I'd go with what the books say he is. The man is absolutely clueless. He's gotten involved in something far bigger than he knows which he cannot hope to understand while trying to get the Baudelaires to safety, and he can't help them anymmore.

Well, for Shirley and Sham, their guardian wanted to put them in the guardianship of S/S, so whatever the guardian decides, goes. But if the guardian just says "Mr. Poe, take them away" or dies, then they go to a relative.
