He is in VFD because there is a "h" in VFD, and his self-sustaining hot air balloon was green inside or something. He is definetly in VFD, and when he was "skittish" i think he was training them to solve there own problems

Some of the VFD headquarters were built w/green wood, apparently from Luckysmells. However, I don't remember where it's said that the insides of the Deus ex Machina are green? Where's it, kjlsnicket29?

Hector is a must in V.F.D. I think he is on the good side, though. I mean, why else would he let the Quagmires come with him? And, Olaf didn't really seem to care about Hector in the book. I don't think he even spoke to him. And, his skittishness...maybe Hector has had something happen to him that made him afraid of authority. A fire, perhaps, set by an important member of V.F.D?
Or, he acted skittish to teach the Baudelaires how to speak for themselves. To show them that they couldn't always depend on their elders to do anything.
Just a thought... I could be wrong.

I think BlackCherry667 has a good point, there.
In my opinion, Hector was in VFD, but perhaps he didn't finish his training, like Tocuna V. F. Dante suggested...

i think that hector is in vfd and all of their guardians are training them because *in all the guardians houses they had coded books *at AA their was a secret VFD heaquarters under the orphan shack *all guardians were in vfd *duncan and isadora are in VFD

I think that the organization just hired Hector to take care of the carrier crows. When the V.F.D. need to send mesages through birds, they call Hector, Hector bags a few when the residents of the town are asleep, attatches the coded messages to the birds and sends them off.
I just noticed that in LSUA, page 97, Jacques said that Lemony must not contact B even through telegram or carrier pigeon. But in TSS page 295, it said carrier crows. So maybe the Baudelaires will go to a pigeon roost next?

Hector's actions and his wish to escape all earthly troubles on his balloon mark him out, in my opinion, as one of the laissez-faire philosophy neutral VFDers, well-read and afraid of fire but too cowardly to take action against the evil side and all too often helping them through their passivity. Others may include Arthur and Eleanora Poe, Olivia, Jerome, the Spats family, and Justice Strauss.

Nicely phrased, Ennui. However, I doubt that Jerome, the Poes, and the Spatzes(Spatzen?) are in VFD. Carmelita would have caught on to the codes Quigley used were that the case. I wonder if Mr. Poe and his sister are actually working for the evil side. More on that is elsewhere. As for Olivia, she's sort of a double agent. Justice Strauss, we have little strong evidence for her being in VFD. Mega-bewilderment. I think that the organization just hired Hector to take care of the carrier crows. Maybe he came up with the idea of carrier crows after observing how smart his town birds were(crows are quite intelligent, trust me). My personal theory is that VFD used dimwitted pigeons to carry messages until this volunteer named H suggested using crows who are smarter and stronger than pigeons. And in my opinion, cooler looking.
