I think the sugar bowl ethier has a mircophone in it or is like the Verbal Fridge Dialogue. Or most likley it's probably something no one has thought of yet.

the sugar bowl is not actually a bowl of sugar.... in tss it sez sum1 threw the sugar bowl out a window to keep it from burning during the fire that struck v.f.d. hq... had it been an actual bowl of sugar then it wouldve scattered everywhere when it was thrown

i had an idea like when you go into a vfd resturant (anxious clown veritable french diner ect) and the waiter say i didn't realize this was a sad occasion it could ya thres a vfder in the viccinity well if he say it it certain number of times it culd you have a message in the sugar bowl Maybe thats why esme wants her sugar bowl thre cou;d be a secret message that beatrice found out and count olaf killed her because she knew the secret message. Thres actual evidence of the sugar bowl being a message thing,in LSUA in the vfd transcript when J is talking about forgeting the sebald code or the sugar bowl secret h sort of puts them both in the brackets of coded communication

If a sugarbowl is an optional diguise, then I only have two theories. The sugarbowl is a disguise for a message sender, or is a disguise for a spy ear thingy that will help you eavesdrop.

Perhaps if we could associate the word sugar bowl with a V- F- D- phrase it would make more sense... like stage one in the disguise kit is Veiled Face Disguises? That sort of thing...

I believe that the sugar bowl is a container for delivering messages. Esme wanted it for information about a secret headquarters(possibly), and Beatrice and Lemony took it from her, which led to the abrupt and tragic end of their affair. I'll have to review the evidence, but in general I think the sugar bowl holds information on safe places.
