Nah, there's not so much technology in LOTR is "magic" basically given from the valar or in the land or something to that effect.

How would we make a skin to make it look and feel like a palantir? You'd have to make a circular camera with a glossy surface.

Anything's possible I suppose, and...um....
I think my fave place in lotr is helm;s or minas tirith, or rivendell.

Hm, only Minas Tirith out of those 3 has a palantir. Though Orthanc has one and that's not far from Helm's Deep.

Well Helm's Deep is just a fortress, Minas Tirith is at least a city, which becomes quite beautiful after Sauron's defeat.
