Yes, that's true. The villians themselves just egg the crowds on, and in the end, it's the mob who does the real damage. It's a shame, because there are instances where the Baudelaires are trying to save the angry mobs, such as the guests in TPP, and the islanders in TE. If only the adults who were genuinly decent people the orphans came across weren't so few and far between, such as Jerome or Straus, such as Charles and Phil.
