I was re-reading TSS and found out that Jacques was looking for the Baudelaires.
Why?
I mean, why don't he just help his siblings and other volunteers?Is it because they're their leader's children? I really find this disturbing.... the Quagmires, Kit Snicket and the other volunteers really need a great help from him, so why did he choose the Baudelaires?

Because the Baudelaires are children on the run from a terrifying and powerful villain, not to mention incompetent and greedy guardians? Whereas let's look at the others:
Duncan and Isadora Quagmire: Were at Prufrock Prep. the entire time Jacques was with Quigley. Quigley Quagmire: Living in a deserted volunteer mansion and nobody knew he was still alive. Kit Snicket: Kit's an adult, she can take care of herself, and she has a comrade in Dewey. There's nothing before TPP to indicate she's been in any great danger.
I really don't see your objection. The Baudelaires were the only ones we know about who actually needed immediate and urgent assistance.
(In addition, the Baudelaire parents were never the leaders of V.F.D.; that was only in the movie.)

The movie is not considered to be canonical; anything that appears in the movie that wasn't in the books does not count, as the used script was not written by Handler.

I agree that this pretty much would sum up why Jacques was after the Baudelaires, specifically. They maybe didn't even know that the Quagmires were missing from Prufrock Prep.
