In TCC it is mentioned that Olaf tried to recruit the woman who ran the gift caravan, but she was two concerned about her precious Figurines. In TSS the man with a beard but no hair mentioned that vital evidence was hidden in a figurine in the gift caravan. Could the woman have been part of VFD? Did she and the figurine survive? Or is she perhaps a more well known volunteer in disguise (Kit?) In TCC Lemony says he is heading north to try to find Kit. Could he mean heading north to the Hinterlands to find her? This is of course all just speculation but I would appreciate it if you let me know what you think.

The figurines are an interesting subplot - interesting in that the details surrounding them are numerous, but seem to lead nowhere. We have mentions scattered across TCC, then concluded in TSS (concluded meaning we don't hear of them again). They rather strike me as being similar to the sugar bowl in the sense that whatever they hold is important, but the object is shrouded in mystery, and could be virtually anything. It appears the figurines, at least, survive; in Chapter Twelve of TCC (which you mentioned) Olaf says, "... I even asked the woman who runs the gift caravan to join us, but she was too worried about her precious figurines to know that opportunity was knocking." The word "worried" implies she knew something of Olaf's plans, and that she chooses to stay and care for the figurines seems to indicate they do, in fact, live on. Was she part of V.F.D.? What I think is odd about the line cited above is that the woman somehow relayed her worry to Olaf, including the implication that they were somehow significant. So, if she is part of V.F.D., I wouldn't be able to say which side. Perhaps, like Madame Lulu, she is neither, but nonetheless has a critical impact on their world. There's certainly much room to speculate, anyway.

I think it's another suggestion that the series takes place in a world of stories, and there are many more crises and adventures occurring than those that affect the Baudelaires. It's possible Handler intended to make more of it - TCC alone has at least two references to the figurines and their saleswoman - but more likely it's like the other stories in TPP, all part of a bigger world which we're free to imagine.
