I do believe the sailors see TGU as a question mark, because;
For they see it that way, or the creature IS shaped like a question mark.

This is so frustrating!!.. Here I am visiting the forum to unleash my "genius" theory to the world, only to find everyone has figured it out already!
Yes, I'm almost certain that the statue is a whistle that can be used to imitate the beast's voice, and control/tame it.
Let's not forget that the author is a musician! ----- Another one of my theories is that the statue that is being built is a "13 petals - Zohar" Rose.. it would be consistent with the 13-chapter theme, and the Jewish background of D. Handler.

Having the apparently vital MacGuffin of the series turn out simply to be a condiment dispenser feels not only like something Handler would do, but also like a parody of ASoUE's own sugar bowl. I dare say that wouldn't be the whole story, though.

I am a fan of several of the theories mentioned.
I feel like the primary intent of the statue is for a light to be placed inside. I'm not quite sure that the lighthouse lamp would work for this - I can't imagine a slit cut into a statue the size of a bag of coffee would be large enough to fit over a light as well as its refracting lenses (a light small enough to fit shouldn't be powerful enough to shine out into the distance - but this is fiction, I won't be a stickler on that).
I am more inclined to agree with the first part of Dante's theory, the statue probably projects either an image or highlights a clue. Keeping the lighthouse in play, I'd say that there will be an important location or "constellation" of locations only visible from the top but the statue itself acts more as a guide, revealing either where to look from the lighthouse or where to go next once you get to the location(s) seen from the lighthouse. I say constellation because I like the idea that you would get multiple points of light (eyes/mouth/teeth lines) out of the statue and if you were to shine it at a map or a picture, key aspects would be highlighted while everything else was in shadow.
I do like to think of the statue being a dispenser as well, at least it would be a handy way to disguise its true purpose. I don't discount the kazoo theory, it could work given the right set of circumstances (read: properly written) but I would be disappointed to see the real Beast acting like a trained pet.

I agree that the size of any light to be placed inside the Bombinating Beast is the major flaw in my theory, but I just can't imagine it's a coincidence that this thing has a historical association with a lighthouse and we're told it looks like it could be placed over a light. The pieces slot together really well and point to logical future plot developments. Perhaps there's some way this could be finagled involving the more antiquated historical workings of the lighthouse at the time the Bombinating Beast was constructed. Or, as you suggest, it's more a case of the lights cast by the Bombinating Beast only being possible to properly map when it's used at the top of the lighthouse, but not in conjunction with the lighthouse's light - that it projects certain relevant points onto the windows which from that perspective you can line up with locations in town.
