Doesn't 'recurring' just mean 'appearing in more than one episode'? In which case she could perfectly well be a Snow Scout. Beatrice is a very interesting idea, though.
(I don't think she can be Fiona.)

(I don't think she can be Fiona.) That's not usually what 'recurring character' refers to. It more often refers to characters that keep coming back and have relevance to the story. The Snow Scouts only really appear twice and they mostly go unnamed and undeveloped, I'd think they'd be more like Guest Stars or just Extras even. But who knows, maybe she's not even really recurring, maybe it's just a little bit of embellishment, it is Instagram after all.

In TV terms, a recurring character is literally just a character who re-occurs. Which essentially encompasses anything from two episodes to whole seasons.

This is my understanding of a recurring character - but specifically, I would say they also have to have scripted dialogue in at least two episodes they appear in, otherwise many extras would count.

I don't know, when looking up the term it just seems like there's more to it than that. To me, it just seems silly to call a group of characters that appear twice, mostly faceless and nameless, recurring characters. They're tertiary characters at best, at worst their just a plot device to justify Carmelita being on a mountain and then to justify a gag about silly torture in TGG. For all intents and purposes they might as well be a walk on role that gets hit in the face with a pie and then walks off. Maybe...? I thought I saw some extras on instagram, like the ticket-seller and one of the Volunteers Fighting Disease, listing themselves as getting 'recurring roles.' You may have the technically correct definition, the question is, does this child actress? I think it is kind of a broad term, but perhaps their role within the episodes is what makes the difference. Like the guitar volunteer actually is featured quite a bit in the one book he appears in and he does interact with the Baudelaire's several times. So perhaps extended interactions like that is what might elevate a character who appears in more than one episode to that 'recurring' status. I will say that technically, characters like Jacquelyn, Jerome, Justice Strauss and many others fit into this category as well. It seems like maybe the term is just a catch all for anyone between 'extra' and 'main cast'.

Although I would say that Guest Stars would also take precedence over a someone credited as simply a recurring character. Guest Stars usually being actors of equal or greater fame than the main cast who appear in one or more episodes. A recurring character and a guest star can be the same thing of course, but usually, guest stars re-occur very infrequently.

I know; I'm incredibly excited but also kind of scared for it to finish, which I know is silly because season 2 hasn't even been released yet, but still ... I just don't want it to ever be over! Although, once it is, we'll always be able to watch and re-watch it, so it will never really be over, just as the books aren't really over -- they're still there to be read again and again and again. Given that they fast-tracked Season 3 before Season 2 was even RELEASED (something they notably didn't do with far more famous shows like Sense8), it looks like ASOUE was really successful! Which increases the likelihood of them doing my dream Fantastic-Beasts-Style ATWQ miniseries/movie in the future!
