Did Lemony steal the sugar bowl from the Baudelaire mansion?

I've been trying to figure out why the Baudelaires were targeted first. Why didn't their enemies just burn down the VFD headquarter locations first? Burning down mansions only makes a small impact, in comparison.
So, what if the Baudelaire parents still had the sugarbowl years after they stole it from Esme? And when Lemony found out that their enemies had finally discovered that the Baudelaires were hiding the sugarbowl, Lemony went into their mansion and stole it first.
Plus, Book 10 says that the sugarbowl has evidence that could prove that Lemony is innocent. And since Lemony is supposed to be dead (and him speaking to the Baudelaires would put them in danger), he could have felt extremely desperate to clear his name, and he just decided to go ahead and take the sugarbowl.
This is why Olaf flew into a rage and burned down the Baudelaire mansion, because he broke into the mansion to find the sugarbowl and it wasn't there anymore. In the Unauthorized Autobiography, Lemony's illustrator says he saw a teaset in the Baudelaire fire, when he was drawing the fire...
And Olaf knew the sugarbowl was there, because he spied on the whole Baudelaire family weeks before. The Dismal Dinner mentions the sugarbowl and Olaf, and it says that Olaf spied on everyone during a dinner party.
This may even explain the Quagmire fire too. The villians might have thought the Baudelaires gave the sugarbowl to the Quagmires, since they were old friends of theirs. But they found out that the Quagmires had nothing, and killed them too.
I actually wonder if this is why Olaf killed so many people and stalked the Baudelaire kids. Like could Olaf have simply been looking for the sugarbowl all this time? Esme said in Book 12 that the sugarbowl is really important to both the Baudelaires and the Snickets, and that people died trying to protect the sugarbowl. Having that kind of power could have meant everything to Olaf.
Is this idea plausible at all? Lemony always sounds so guilty about the fire and Beatrice's death...and the books (I think Book 10) say that the sugarbowl was originally at the VFD snow mountain headquarters before the evil duo burned it all down. So, Lemony probably delivered it to the headquarters.
