In my ficverse Esme and Charles are brother and sister because in J.D.Salinger's short story To Esme With Love and Squalor Esme has a brother named Charles. We know from the Denouement brothers that siblings can be on opposite sides of VFD, but there's nothing to indicate that one sibling would necessarily be in it just because another is.I doubt that Sir is a member(although I thought the same thing about Hector and it turned out he was), but Charles is starting to give me pause.

Well, given that they are recruited as children (and largely, I suspect, from VFD families), I think it is in fact likely that one sibling will be in VFD if another is. (Or have been; they may have dropped out.) Though there's also some debate about whether Esme was a member.
Agreed that Sir isn't a member, though he did business with them. 'We never heard from that organisation again' shows that, I think.
It's notable that Lemony and Beatrice knew C and S in their youth; this may just be because Sir is related to Beatrice, but it might be that C is a volunteer, and they knew S through him. (You sometimes see people claiming this proves S and C are volunteers, as if volunteers didn't know any outsiders; but Jacques and Jerome show that this isn't true.)
We know that Charles has been supplying Kit with information. And the most striking thing is that when Dewey is asked about Charles, he doesn't give a straight answer; he has just explained that Strauss, Jerome and Hal are recent recruits, but when the Baudelaires ask 'what about Charles?' he just says 'Charles cares about you'.
