If she WAS VFD then she probably would have recognised Count Olaf, or maybe she was spying on him, she was his next door neighbour.... thats an idea. What if she is disguised as a judge so she can set any VFD members who are accused of crime free? Yeh, I reckon Justice was spying on Olaf

Justice strauss was nicer than Olivia and Poe though! She had the decision to let violet's left handwriting set her free from the marriage and she did so. Olivia would have betrayed them and ruled that she had to marry olaf anyway. And poe, poe would've left to go have a fit of coughing and by the time he got back olaf would've kidnapped them all, again...
