Why didn't the volunteers take the Snicket file with them when they left the headquarters. It would be one of the most importanrt files because it concerns one or more of the members. Not to mention the organization itself. And why didn't they show it to the authorities before if they had it all along?

i dont think they did have it, because then Lemony wouldnt have had to look for it. It had been in Heimlich Hospital.

I don't think they had it either. Even if they did, why show it to the authorities? We know how dumb the adults are, and the "authorities" would give the file to The Daily Punctilio and the reporters would screw up the story, thus leading to a chain of events that would make life even more miserable for LS and the Baudelaires.

But Esmé said that the volunteers collected evidence and filed it away. So at some point, they must have had it.

Sure they had it at one time, but maybe the two people without names had the file the whole time, but wanted to make it seem like thay had grabbed it out of the headquarters before the fire, and were some sort of heros.

Maybe they thought it would be safer in Heinlich Hospital. They know what it says and only need it as proof for whatever. The VFD headquarters would be the first place Olaf would look.

the volunteers didn't have it because in the Slippery Slope it said part of it was in a figurine at Calagri Carnival

My theory is that the VFDers hid the file in Heimlich Hospital to keep it safe. In such a huge library of records, one file would be hard to find. Then Olaf found out about it, but by the time he got there, the unknown arsonists had taken it, leaving one page. I wonder why the 13th page was abandoned; maybe the arsonists were careless or maybe some volunteer retrieved it from them(but who?). Every question leads to spurious speculations which lead to more questions.

No. In TSS, page 131, it says, "It's all here," the woman said "Every chart, every map and every photograph from the only file that could put us all in jail."
Unless....... Unless the volunteers took it but left a red herring copy behind.
