but kit said the frank was not a villian but remember at the end when dewy was with the kids and was pretectinf them count thought it was ernest and said ernest bring them to me then he didnt bring them because it was dewy and then he thought it was frank and count said frank bring them to me and it was really dewy if count olaf is calling frank to bring him to them. frank is one of olaf's assistants so that frank evil and regaurding what u t o p i a said that island is not the last safe placed because remember everything washes up on there shores!!!

Frank is a volunteer; Olaf's made unreasonable demands of volunteers before, and was also playing on Frank's fear for him - Olaf explains that he killed the entire Denouement family (aside from Frank, Ernest, and (although he didn't know it) Dewey), and so he's probably hoping that Frank would be terrified enough of him to do anything he wants.
Dewey says that the underwater catalogue is the real last safe place; the island might have once been a potential safe place when the Baudelaire parents were in charge, but that was long ago.

Hm, If we're talking about a physical 'last safe place' I don't know if there is one. A 'Last' one or an entirely 'safe' one. These places are only just places- perhaps a little like people; cheif salads? Are there any 'last safe VFD Members'?

Because they were invited there, in my opinion either to be called as witnesses in the trial or to be destroyed so they could never testify against the villains.
