Weirdly enough I was just thinking about that particular tea set item. Just your everyday sign of ESP. Definition from infoplease.com: <<a small bowl, usually having a cover, for serving granulated sugar or sugar cubes.>> Oh, wait, you meant that sugar bowl.

Yes, the F.A.Q totaly rules. Personaly, I think the Sugarbowl contained some sort of information that could now land Olaf and his gang in prison. Lemony took it and Esmé blamed Beatrice. The Sugarbowl now lays hidden, perhaps in the grotto of book 11? We'll find out in September.

i belive the suger bowl to be a recording device, perhaps a Suger bowl with a recorder in it, and one has a confesion of Olaf, or evidence against him.

It's generally believed that the sugar bowl contains either recorded messages or notes that somehow incriminate Olaf. For instance, it could be a recording of Olaf stating his plans, or a note to a henchman. I also think that the lid of the sugar bowl is like the lock on a safe, and it needs a combination to open it.
