Uh huh. And pigs can fly, and birds can bick up houses. Honestly. Olaf not evil? That can not be possible whatsoever. He burnt down a Hospital and attepted to cut of Violet's head! Those things say EVIL in capital letters. And he threw Joshphine to the leeches, and killed Dr. Montgomery(This had to be real). Also, he made Klaus almost kill that optimist worker in TMM and tried to throw them to lion's for god sake. If that is what it takes to become super V.F.D.ers I never want to join.

I doubt that. Poetry is a grammar freaks nightmare, because most modern poets let the words flow, not caring about puncuation, grammar, or even if it rhymes. Ike and Aunt Josephine probably despise poetry.
I think that the Quagmires and Baudelaires were expected to be VFD members like their parents, but the recruitment people weren't sure. So they never told them about VFD and didn't give them a lot of training. They wouldn't do that until they were sure that they were VFD material, so they spied on them.
I have a theory. VFD is spying on them (remember the photograph they found of the Baudelaires at the lake?) but they're not helping them with their plight. Why? Either they stopped spying before the Baudelaires went to Prufock Prep and learned about VFD, they can't help them because they would lose or something, or some other reason.
While I highly doubt VFD is evil enough to not help them in order to find out if they are VFD material, because dead people are bad VFD material and it should be pretty damn obvious by now. Maybe VFD is secretly helping them? Anyway, though it is far fetched the would be a good reason for Lemony Snicket to write about them. He's guilty for not helping them.

Well, Ive always theorized taht they were being trained in an odd way. I mean, like they cant be trusted just yet (dunno why, I guess VFD would have to train them more), and their skills are being sharpened every minute. All of these VFD-like "coincidinces" lead up to them being trained by the VFD, and thats what I think.
PS: too many coincidinces to type, sorry, but Im sure you know.
