Lemony also keeps calling the Bauds and Quigley volunteers. There's a thread about that already but Quigley's not telling us everything.

The Baudelaires aren't in V.F.D. But Quigley is.
On the last page of TSS, Lemony Snicket told us that Hotel Denouement was the last safe place for all volunteers to gather, including Quigley.

Little Dupin Lad, he says "I didn't realize this was a sad occasion," right when the Baudelairs were trying to speak to him in code by saying Vinegar Flavored Donuts and stuff.

Hey! you know how Quigley doesn't look like a Quagmire? Maybe hes not...maybe he is a volunteer in disguise and that is how he knows all these things and is not telling the Bauds, I mean, I know the Bauds thought he looked like Duncan and Isadora, but volunteers are good at disguising themselves...  ?? where does it say that quigley doesn't look like a quagmire? |

Somebody said that Quigley's picture in tss didn't look like the other Quagmire pictures in taa. I couldn't really tell, but I was just posting a theory[glow=red,2,300]probably wrong[/glow]
