I don't think they could have got a better Lucius! He rocks! Prof. Sprout is okay. I don't really have anything against her, but she's a pretty minor character (in the books) and I never really gave her much consideration. The actress who plays her is fine... but... meh. It doesn't really matter all that much.

Look at it this way, who else would be the head of Ravenclaw? Not Trelawny, not sprout, not mcgonnagal, not snape, not hagrid... not anyone else. Who does that leave? Flitwick. Flitwick is one of the important teachers so it makes perfect sense. I'm not sure if it's stated in the books though.
