In book seven, Hector says 'Curiouser and Curiouser', 'quoting one of the Baudelaire's favourite books.'
That quote is from Alice's Adventures In Wonderland, which was released in the eighteenth centuary. So it must be further then 1830's, where Lewis Caroll died.

KT: That couldn't be.
A: In TMM they talk about the Baudelaires getting lost, and -- wait, let me go get it. I can't find it. And stupid moron Brently needs to die because it's his birthday. I HATE my brother

I HATE my brother I think you're thinking of TCC, where it tells us about the train station situation. Are you perhaps remembering there being a computer technician there? I think it's unbelievebly easy. It's in it's own time, just like the way it's in it's own place.

Are you talking about the bit where he gives examples of inventors, writers, and sharp toothed animals from across the globe?
Look for a picture of a Cafe Salmonella waiter. I think it's not long after that.

He's talking about a really old car, which I vaguely remember seeing somewhere in the illustrations for the series. Have you seen this car?

It isn't really set anywhere or any... when. If it sounds cool, Daniel Handler writes it. If it looks cool, Brett Helquist draws it.
