I am convinced that the survivor is either Lemony or Jaqueas. If the survivor was a Baud parent, then wouldn't they have just a picture of the happy couple? Why a pic with jaqueas and Lemony??

I just think that since it was a file on SNICKET fires, then the survivor has to be a Snicket? Like Lemony or Jacques. I think it's one of them. Jacques, perhaps.

Unless they were called the Snicket Fires because a Snicket was thought to have set them. And we know that Lemony was falsely accused of arson. I think it was in TSS, in Lemony's letter to K.

Note that they were filed under Baudelaire-not Snicket. They may have been referred to as "the Snicket fires" file because they contained information on fires that Lemony had allegedly set, including the Baudelaire and Quagmire fires. The lost file may have been Lemony's apologia, his defence speech, pinning the blame on Count Olaf. When Violet says
"Jacques Snicket? That sounds familiar." and Duncan replies:
"I'm not surprised. Jacques Snicket is the brother of a man who..."
the end of his sentence may have been:
"...was accused of burning down our homes."

It says, in TSS, I think, that Jacques worked with his siblings on an important file, which the Baudelaires realise must be the Snicket File. It seems to me that after Lemony was accused of setting fires, him and his elder siblings, Jacques and K., began work on the file, which contained very important evidence clearing Lemony of his crimes and instead accusing Olaf. Similar evidence is in the sugar bowl.
