The evidence for Hal surviving the fire is a passage where Lemony says that someone is chopping onions in the next room as he is writing, and is planning to make a terrible curry with them. Since we know that Hal is a terrible Indian cook, I think it's reasonable to see this as referring to him.

I consider that to be another of Lemony's random parallels and tie-ins; it can be Hal if you like, but not if you don't.

Not really. Remember when people thought that Kit was the Baudelaires' mother because a salad Kit suggested to Lemony once and a salad the Baudelaires' mother once made were both identical in TSS?

Or it was just a good recipe. That's the thing about V.F.D.; it's sometimes hard to tell what's a code and what's just a custom.
Edit: And for that matter, you can say the same about Snicket - it's hard to distinguish between what's important and what's not.

I don't think its a code, just a way for members to identify other members. Or used to- like everything else, it could be used by volunteers or villians.
