Do you mean a prequel, as we've been discussing, or a story expanded on one of the instances mentioned in ASOUE not related to the Baudelaires? I think either of these could work... to an extent. Or did you have something else in mind?

not prequel, paraquel [even though they obviously take place at different times]. Remember, some sources stated that some events were going to overlap.

Handler's statement quoted in the first post indicates a full prequel; the four books would have to stretch over a good fourteen years to reach paraquel status. However, there is always the possibility that he might change his mind, or that we might have misinterpreted him, so a paraquel is always possible. One idea that was popular with fans at one time was a series about the Quagmires, and while I think recapping what they were doing during aSoUE would be rather unnecessary, that would constitute a paraquel. And I definitely think there's a lot of potential for other paraquels, too. It's clearly a big world that the series is set in.

Does the word "paraquel" indicate a story taking place during a previous story? I'd always thought they were called "interquels".

Both are highly subjective terms. "Interquel" is also used by some to refer to a book which takes place between two prior installments - for example, if Daniel Handler were to write a book which took place between TEE and TVV, that would be an interquel. The more esoteric term paraquel, and some uses of interquel, refer to a story which takes place during another story. Chronological shenanigans of this kind are rare, though, and are usually referred to with normal pre/sequel terminology.

Here are my thoughts on what I understand about the upcoming series:
1. In many ways, I'm glad that it doesn't seem to be a continuation series of ASOUE - since we can all retain our own theories on the ultimate fates of the Baudelaires, as well as those of the other characters whose fates are uncertain.
2. While it will certainly be a spin-off of sorts, just by virtue of it taking place in the same universe - I wonder if it could truly be called a "prequel"? Will any of the characters from ASOUE be featured prominently in the new series - or will they, at the very most, make cameo appearances?
3. I myself am leaning towards hoping that the series features another group of characters that have no tight connections to ASOUE. It's probably about the closest as Daniel Handler could get away with writing an entirely new series under the "Lemony Snicket" moniker.
4. I wonder if Lemony will make references to Beatrice in this book series, too - even though we now know who Beatrice is.

I think that the Beatrice issue is pretty much closed now, and as such Lemony will tend to devote the majority of his more meaningful allusions to subjects more relevant to the plot of the new series. Although it must be remembered that references to Beatrice were actually pretty sparing throughout most of the series. I wouldn't be surprised if the books were still dedicated to her, though, although it's entirely possible that they could be dedicated instead to, say, a deceased ancestor, whose role we would only understand once the series had concluded (as with Beatrice).
As to the prequel issue, though, I think I see what you're getting at - in asking whether it's a prequel, you're wondering whether the fact that it's set before aSoUE is important to the plot, or whether the story won't depend on aSoUE at all except that Handler wants to avoid having to deal with the fallout from the final books.

Yeah, that's pretty much what I meant, and you also make a good point on the whole Beatrice issue. I think it would be cool if the new series was either dedicated to an ancestor, or someone else that Lemony cared about.
My guess is, the new series would be even more divorced from ASOUE than TBL and LSUA were.
ETA: I am hoping that the next series will focus on more average middle-class children.
