I'd like to argue that Hangfire is someone known to VFD. When he entered Lost Arms, he wasn't wearing a mask, yet he donned one when he tied up Theodora. Now, to be fair, you can't walk into a hotel wearing a mask, but I wonder if this doesn't imply he wouldn't be recognized by the man at the counter (whose name escapes me). If so, this would reinforce the idea that he's a member, contact, ex-member, associate, or previously-encountered villain of VFD. The man at the counter is called Prosper Lost, and his connections with V.F.D., if in fact there are any, are unclear at this point. I agree, however, that Hangfire probably had ties with V.F.D. in the past. His knowledge of their disguises would support this, but I'm not sure how Prosper's failure to recognize him would? That is, I'm not sure how Hangfire evading Prosper by not disguising himself is indicative of either man's connection to V.F.D.

He didn't evade Prosper, if I remember correctly: he entered the hotel and inquired at the counter about the package, and was then directed to Theodora and Lemony's room. That he was willing to walk in without a mask would seem to indicate Prosper wouldn't recognize his real face (but the mask for Theodora may indicate she would)

Or maybe it would mean that the masked person felt comfortable walking into the hotel as he was staying there or it would be normal for him to come in for some other reason, and Theodora wouldn't recognise him from VFD, but instead from the hotel or Stain's in general

It's not specified if Hangfire was wearing a mask at the counter. Given Stain'd's unusual environmental alerts, it probably wouldn't be surprising to the inhabitants if somebody chose to wear a mask all the time, much as you find in certain polluted cities. But it's also clear that Hangfire is a master of Veiled Facial Disguises and can appear with his face exposed, as in his butler persona, and still be effectively disguised. So he could appear as himself to Prosper with impunity. It's also possible that he had a hat pulled low over his brow, a scarf around his mouth, etc.

It seems to serve the same purpose as a plot device, but Handler's stated that the mystery of the Bombinating Beast will be solved in the final book, so you may rest assured on that count.
