As this was something I contemplated until I found more details on the book, I'll state that I'm confident this isn't an ATWQ supplementary volume.

I think, if it was an ATWQ supplementary volume, it would be published by ATWQ's publishers and feature ATWQ's illustrator. Neither of those things are true. If anything, it's as if he's trying to make us think there isn't a connection, probably because there isn't a connection. Also, the items cited in the synopsis seem to bear no relevance to the overarching narrative of ATWQ. I take the point, and like I said, I did initially wonder if there was a connection, but don't be disappointed if there isn't. Handler has suggested that ATWQ will have supplementary work, so this is something extra even to that. In other words, this not being part of ATWQ makes it one more Snicket book coming out than we could already expect. More, in other words, than if it were an ATWQ supplement.

I agree that it can't be a supplementary volume to ATWQ, but nevertheless the echo is interesting. There are echoes of ASOUE in Why We Broke Up, and things which seem to prefigure ASOUE in The Basic Eight; and the Female Finnish Pirates can be seen as looking forward to the pirate novel. This may be another thing of the same kind.
