I think it's the same artist. He would be a little older than when he drew the other pictures as the drawing technique is more refined, I think.

Those costumes were really outrageous, weren't they? During the Capitol crowd scenes, I kept on wondering how many make-up artists and extras the producers would have had to hire.

Yes, it'd probably be Lemony. It's his story, after all. He wouldn't be that small if he was 13, though.
The positioning of the person/people making the shadow in relation to the light source is puzzling me. Is it day time or night time in this picture?

That looks pretty good but "Lemony Snicket" would probably look better at the bottom.
The title plate thing could also be a footer, in which case "Lemony Snicket" would be up the top.

Thanks for finding that passage, Sherry Ann. It indicates that the archives are crucial and in danger of being destroyed. They could've been moved to the lighthouse for good or for bad.
All our speculation so far is hinged on the assumption that the piles tied up with string are newspapers, even though I don't know what else they could be.

The lighthouse is another nautical connection, perhaps it could be the one on Lachrymose Lake? If I remember correctly there was something in TUA about the archives of the Daily Punctilio being stolen from the main street of Paltryville. Perhaps there is a connection? Probably the archives were delivered to the lighthouse for sinister purposes (probably). And the people behind the transfer of those archives are villains. Please correct me if there's a problem with my theory. The people behind the transfer don't have to be villains - they could be noble volunteers looking for an article that would prove LS's innocence. But firstly I need to reread TUA first to find out if the archives of the Daily Punctilio were indeed stolen. EDIT: Since I couldn't get my hands on a copy of TUA, I did some googling and I've found the letter it's in. That's not the part which I'm talking about but I'm pretty sure it's from the same letter.
