I think he means it's sad that the people lost their homes and have to move halfway across the country to seek shelter. And no, as far as I know, Utah isn't that bad (I live there).

My heart goes out to all the people in New Orleans. I hope that with the help of the relief efforts they'll be able to survive and start a new life.
