I think that Madame Lulu( Or Olivia) is in actual fact the sister of Lemony Snicket, because she (sort of) belongs to VFD and mainly because in one book ( can't remember) it says that Lemony was dismayed to find out that someone in his Family had betrayed him.
Maybe she told Olaf where he was hiding?

If Lemony had already reasearched the time when the Bauds were at Caligari Carnival, wouldnt he know that she had been eaten by lions? Then it wouldnt make any sense for him to insert a letter to her in TSS, if in fact she was his sister.

Also I just remembered, she mentions that she always goes chasing after papers in case it is the Snicket File in TCC, and in the Unauthorised autobiography her letter mentions that she also goes chasing after letters.
is there a connection?

Actually, I think that chasing after papers is just a VFD tradition, right up there with green wood mansions and tattoos. It's just that both women were doing the same sort of thing. Also, Lemony's sister is known as K. |

Lulu certainly looks quite old; Lemony never mentioned anyone in his family betraying him.
If K were Lulu, Lemony wouldn't be going north to find his sister, or writing cool letters to her. It's just that both of them were picking up random papers. Paper-picker-uppers are very important to VFD.

she cant be his sister because shes dead and he knows it, so why would he still be trying to find her? And there were a hundred witnesses to her death.

And also in book the ninth, he says while the lions are eating Olivia, that "an associate of mine, Olivia" or something like that, was getting eaten by lions.
