I FIGURED IT OUT! There were copies of the Snicket file and in those houses. Olaf wanted to have the only copie so he burned down the whole house because he was lazy and though there was one at the library in THH so he figured he would steal the kids and take the copy. But they had the last page. got to go I'll explain later.

In TSS i noticed this:

"But these stupid volunteers have gathered all sorts of evidence and filed it away." Esmé said. (TSS page 53)

"It's complete except for page 13, of course," the man said. "We understand that the Baudelaires managed to steal that page form Heimlich Hospital" (TSS, page 131)

"He said there was an important file that was hidden somewhere on the premises" (TSS, page 165)

I also remember something about a villian saying something about the files that would incriminate them. Meh.
