esme sqaulor is in charge of the qauqmires

finaical anvisor and a banker maybe if the baudelaires told them about esme in charge of the quaqmires maybe they would probaly knew where the qauqs are

It would make sense if the Quagmire's financial advisor changed to Mr. Poe but Quigley didn't know about it. Quigley hadn't been following the news, and no one would have told him, because he was assumed dead. I wonder if anyone told Duncan and Isadora that their advisor was changed.
