I think he was expecting the snow scouts, and they were wearing the snow scout mask. But they seemed not to have changed clothes for a long time. Wouldn't Olaf have recognized them it they were wearing the normal purple dress and grey suit-thing?

The whole clothes thing is just one of those dumb inconsistances. I think he was expecting Snow Scouts.

Interesting. It sounds like he was talking about the snow scouts. The snow scouts seem to be like boy/girl scouts group so I'd say they be taking a path to the top so they wouldn't get lost.
