It is all a joke... One day, Daniel Handler's advisor told him that if he wanted to make a load of money, and appeal to many people, write a childrens' book, that everyone could read, like Harry Potter... He invented the Baudelaires, Count Olaf, V.F.D., and Lemony Snicket, none of it is real...

Actually, after he did Basic Eight, his editor asked him to do a children's book. Since Daniel thought all children's books were crap, he made some that he thought wouldn't appeal to ANYONE. He wrote the first four expecting them to fail miserably, but they ended up being recieved awesomely so he did more. I guess that's why books 2-4 aren't that good, really, compared to 1 and 5+.
