In TEE on page 35, Jerome says, "That sort of purplish building next to the park is my favourite restaurant . . ." Does he mean the Vertable French Diner which appears in: a) ASOUE movie on the back of the magazine Olaf was reading (when the orphans are getting run over) b) an ad in the Daily Punctilio in TUA.

In Geraldine's letter to Esme, on page 120 of the UA, it's said that Jerome always has breakfast at that diner. So, I suppose it is his favorite restaurant.
The diner's appearance in the movie is sort of an in-joke for those who have read the books.

It would seem like he is indeed referring to the Veritable French Diner (141 Dark Avenue and a possible former V.F.D. headquarters).

Perhaps Jacques first met Jerome in the Veritable French Diner, were he was working undercover, or something. Perhaps it is the VFD headquarters since 667 Dark Avenue was bought by Esmé, or something. Possibly. The initials and mention of the sugar bowl imply that VFD uses that restaurant in some secretive way, perhaps to hold meetings. And Jacques would be the one working undercover since Jerome isn't a VFDer.

Also V.F.D Tends to have people disguised as waiters in both the Anxious Clown and Cafe Salmonella. Perhaps they have them there as well.

I think it's safe to assume that Jerome knows nothing about V.F.D. judging from the letter from Jacques in TUA and also from the fact that he would marry Esme. (Because I highly doubt that he would marry her and allow her into good V.F.D. territory if he knew who she was) So perhaps Jacques was a waiter there and just happened to have a good bond with Jerome because he went there all the time?
It's possible...But why Jerome? I'm sure there were plenty other people coming into that restaurant...

If you mean "Why did Jacques have such a good bond with Jerome?" maybe none of the other patrons were as rich as Jerome. And maybe Jacques and Jerome were good friends anyway (they did go on a mountain-climbing trip together when they were both younger). I prefer the latter theory, as I see a lot of people who don't seem to think that volunteers can have non-volunteer friends, or any life outside V.F.D. I don't think Jacques was a waiter, though. From his letter to Jerome, it seems that Jerome's always known Jacques as a detective.

Which leaves us to ask where Jacques met Jerome in the first place? We know that Jacques was taken to V.F.D. when he was younger, and I highly doubt you can explain that kind of thing to the friends you leave behind...So I think that's why were coming back to the fact that they might have met in the restaurant.
