How did Justice Strauss know...

Ok, in the BB how does Justice Strauss know that Olaf was dangling Sunny out of a window? She says "There is something illegal about dangling a baby out of a window." How did she know he did that? Nobody told her, and she probably would've called the cops if she knew beforehand. So what do you think??? ?

I don't remember exactly. 'Cuz my books are back in Mexico . But I think that when Violet revealed her plan of signing with the 'wrong' hand she also said something about Sunny. But I'm not sure.
