They'll have like a whole note with three words under it. It's because the music completely doesn't match the lyrics. It is indeed unsingable. Also, it is indeed the tune Row, Row, Row Your Boat, hence Snicket's "well-known hymn of naval disaster" joke.

I haven't heard it; is it the same as Row, Row, Row Your Boat?
Anyway, it'd be a lot more in line with the series to refer to a children's song as a well-known hymn of naval disaster than to a random TV-series' theme song.
Also, it's a lot more humorous to refer to a children's song as such than to a random TV-series' theme song.
