I have started thinking that the dates and numbers in the letters may provide a clue to their rearrangement. Here is a short list:
LS to BB #1 -- 3(rd period), 11 (age), 2 (legs of trip on the map) BB to LS #1 -- 3(Wednesday), 13(th floor) 9(th dreariest building) LS to BB #2 -- 6 (braille encoding), 6 (year of snake, 6th in Chinese zodiac) BB to LS #2 -- 2/28 (leap year's day eve, on a leap year), LS to BB #3 -- Scribian's anniversary (1/6/1872, 12/25/1871 by Julian calendar. BB to LS #3 -- 4(pm), 3(Wednesday) LS to BB #4 -- 2(weeks), 14 (days) BB to LS #4 -- Victoria Day Eve (5/23), 12 (questions) LS to BB #5 -- 200 (pages), 3.5 (times read), 189 (page fof questions), 13 (questions). BB to LS #5 -- Midway through days of awe = Tishri 5 (7th month, 5th day). LS to BB #6 -- Late summer (Augest, 8th month?) BB to LS #6 -- 14 (floor), 10 years old.

I had a little chuckle when I saw the date of February 28th. That is, afterall, Handler's birthday.
