Someone seems to have ruled out Ferdinand and Finn, two of the Islanders, though I can't remember if they were in the proper age range. If you really want to stick to the "three child" formula, there's always the daunting possibility that Mrs Widdershins died while pregnant with a third child. Fiona was too young to remember it and the Captain thought the idea of growing up with a dead sibling too depressing.
Another pair of two siblings are Jonah and Sadie Bellamy. Olivia and Miranda are implied to be sisters (we'll just assume that she took her maiden name back after her husband's death) but the theme naming would in that case suggest another sibling named N.

Finn is described as being a young girl, and following the times she appears I'd say the emphasis should be on girl rather than young; she acts in quite a mature fashion. Ferdinand is one of the least-characterised islanders but I'm looking up the places where he appears and it seems like he's probably a grown man. We don't know anything about their families or histories. As such, they're possible candidates for being a sibling to Fiona and Fernald, but only in the absence of negative evidence; by the same token you could say that Sir is the hypothetical third sibling whose existence has never been mentioned. There are quite a lot of assumptions being bandied around here.

What are we trying to do? If the aim is to work out what the author intended, then no, I'm sure he didn't have any special answer in mind. But if we are just trying to imagine the world in more detail, the thought that Finn or Ferdinand might be the missing sibling is quite intriguing.
I think Fr*d*y was a deliberate tease - we were meant to think she might be a sibling of F and F, and then discover that she couldn't be - thus introducing the theme that not everything that happens is part of the same story. One the thought has been introduced, thiough, it is very natural to wonder who else it might be.

I always assumed that the person who took the picture of the Widdershins family was An uncle or something. If Fiona had another sibling, wouldn't she or Fernald had mentioned im/her? If you recall, Fiona had sadly talked about her dear brother Fernald. Wouldn't she have spoken about a long-lost brother or sister? Perhaps Fiona or Fernald did not know about another sibling. Have you ever considered that maybe the sibling was Mrs.Widdershins daughter, or son, yet not Mr.Widdershins's child? She could've become pregnant before she became pregnant with Fernald. Perhaps the baby was Captain Widdershins's but pregnant Ms.W didn't tell her husband, and somehow gave the baby to someone else. Anyone agree?

I don't think Fernald or Fiona have any other siblings.
