That's actually very smart and also in character for Olaf. Though, I do wonder who the two ones accounted for in the UA but not in the books are.

I always thought that the last three was accounting for the Baudelaires.

That's plausible, if we exclude Sunny from the 13 and replace her with Count Olaf instead, meaning all 10 troupe members + Count Olaf + Violet and Klaus would eat. But that leaves 2 unaccounted-for associates that were present at the dinner that the Baudelaires didn't cook for, and seeing as Olaf was VERY keen on making sure his troupe was fed, he surely would've mentioned this. I think that she was instructed to buy food for 13, meaning the troupe members and Olaf only, and either 1. The Three Short Men left before dinner or 2. Count Olaf clumsily referred to TWFW and The Three Short Men as 1 entity, which led to Violet copying this and later remarking that they were cooking for 10 or 3. TUA mistakenly labels 2 associates to be present at the dinner, which were not present at the dinner. It's likely that he just mistakenly labels The Three Short Men and TWFW as one person, and that the Baudelaires didn't cook for themselves, which makes sense considering Count Olaf is cruel and likely wouldn't care whether they ate or not.

I agree with Hermes. The wart-faced man is probably an independent villain who's working with Olaf.
