While Quigley was hiding under the trap-door, Mr. and Mrs. Quagmire tried, and failed, to find Duncan and Isadora and bring under the trap-door as well. Now I can think of 2 possible explanations as to why Duncan and Isadora survived, but the parents didn't.
1. All 4 of them were hopelessly trapped inside the house, and the official fire department arrived in time to save Duncan and Isadora, but not their parents.
2. The effects of the fire made it impossible for either Mr. or Mrs. Quagmire to find Duncan and Isadora, and Duncan and Isadora managed to escape through a window or a hole in the wall that their parents weren't lucky enough to find. I think there's a lot of evidence to support that cellphones don't exist in the world of ASOUE, so unless there was a phone-booth nearby, Duncan and Isadora may not have had any way of immediately contacting the official fire department, and were forced to watch as their house burned down to the ground.
But in either case, it makes no sense that Quigley was never found. In TSS, Quigley states he tried to open the trap-door, but couldn't because something had fallen on top of it. The only reason Quigley would have tried to go back inside his house was if he thought the fire was over. Otherwise, it wouldn't have been safe. And the only way the fire could have been over was if the fire department had arrived and put the fire out. In that case, Quigley should heard fire-fighters walking on the ruins of his house, and it would have been only natural of him to make as noise as possible. But Quigley said that he felt sure that no one would come to rescue him, so this doesn't add up.
Obviously, the reason Quigley was assumed to have died was because he was in the mansion when it caught on fire and he never came out. But the only way Quigley and his parents could have been confirmed was if the fire-fighters and police-officers searched the mansion. Surely, they would have looked under the object that had fallen on the trap-door. It's possible, however, that Quigley had escaped to Dr. Montgomery's house by the time the mansion was searched, which brings us to another plot-hole. The burnt bodies of Mr. and Mrs. Quagmire were probably found, but Quigley's body wasn't found at all, yet he was reported dead instead of missing.
