I know there are already threads about who the real principal is so I won't make another. But I do wonder, why are people continuing to ask that question? It's obvious that the principal is none other than Nero himself. I mean, this is the same guy who's school has an Orphan's Shack with inhumane conditions and who's punishment for not attending his recitals is to give a bag of candy and watch him eat it, so using Vice Principal in his name is something he would do to make himself feel good. Plus, another principal's office was never mentioned and no school, even in fictional stories, has new students go to a vice principal's office first thing. They would go to an actual principal's office. Why are others going to the wrong places when the only logical answer to Who is the principal? has already been answered?

I do not think Nero would call himself "vice principal" in order to make himself feel better about the dastardly deeds of sending orphans to live in a shack and inflicting nonsensical punishments on students because I do not think he has a conscience. I do not think he feels bad about his actions, so there would be no need to cover them up. I have heard of such a thing as "vice principal of student life," a person who would likely see students on the first day they enter a new school, so I do not think it is a stretch for the children to see Vice Principal Nero on their first day of school.
Edit: One more thought I had is if Nero were principal, he is very arrogant and would want to introduce himself as principal of the school to further boost his ego.

It is my personal belief that Nero is the Principal, and that someday a future member of V.F.D. attending Prufrock said to him that he was "full of vice". Not having any idea what that word means, being so full of himself that he assumed it must be a compliment, and having vague recollections of hearing about "vice-presidents" and "vice-principals", he then ran with it and called himself Vice-Principal.

A Vice Principal’s job is to perform the Principal’s duties in the absence of the Principal. I’m pretty sure that’s what’s happening. After reading this in Chapter 9 of TAA, I think I am going to agree with you. "The Baudelaire orphans believed that doing well in school was extremely important, even if the school happened to be run by a tyrannical idiot..." I still think there is a principal, but Vice Principal Nero is acting as principal because the actual principal is somewhere else for the time being.

I was thinking something along those lines too. I believe that Nero called himself the "vice-principal" instead of the "principal" because he naively believed that a longer title would sound more impressive. "Vice-principal" is 13 letters and 4 syllables, while "principal" is 9 letters and 3 syllables.
