That depends on what you mean, some might say that this is the incomplete structure. Certainly, one would hope that a place like this would try to promote a healthy and safe environment but the sadly institutional rot is just as figurative as it is literal. 

R. In case of any sudden emergencies, like fires, how are you planning to leave the building?

Players, I urge you to put yourselves in the spy's shoes when answering the questions - ask yourselves if the spy will catch on or not going by the information given in your responses. It's a tricky balance between being specific enough to convey that you know where we are, and being ambiguous enough so that the spy could be misled.
