There's something eye-like there, but I don't think that's what it's supposed to be. I believe it's cross-hatching in the water with a few rocks present.

Think of this as one of those pictures where you have to find various objects hidden in the picture. The eyes are there, but not drawn as clearly as the ones on Olaf's ankle or Madame Lulu's tent. They're just above halfway up on the left hand side of the picture near the rocks.
