For all those wondering how Quigley knew that Mr Poe didnt recieve the telegram, i think i know why:
on page 138 of LSUA Mr Poe mentions an article in the daily punctilio about the dangers of sending a telegram to a bank, so he instructed all employees of Mulctuary Money Management to ignore any telegrams that reached the bank.
I think that Quigley also read the article, so he knew that Mr. Poe wouldnt be recieving any telegrams.
