Hey, I just realized something. You know how in The Ersatz Elevator Jerome tries to tell the Baudelaires about travelling with the Baudelaire's mum up Mount Fraught and then swooping out of the sky was an enormus, something. Could that have been one of the eagles. Could it of been a meeting for VFD? We really can't tell if Jerome was a member of VFD because it never discussed in the book, but it's possible, right?

In the UA, Jacques writes Jerome a letter explaining all about VFD. In the letter, Jacques gives us the impression that Jerome wasn't a member, nor that he had any clue that Jacques wasn't really a detective. So my answer is no, Jerome is not a member.
