The Hook Handed Man has to be Ivan Lachrymose. Its so obvious. It says in the LSUA that Ivan Lachrymose is one of Count Olafs henchmen. Why would he have no hand? Cayuze they got eaten off by leaches!

I think that there is a lot of sense in that. But Aunt Joshphine is (was) such a nice person. Why would her husband join Count Olaf?

But he doesn't record Esmé Squalor herself. Although it is likely that she is in her own fan club (or took the picture)
This list probably was recorded before TCC, as it has an absence of Hugo, Collette and Kevin, as well as Carmelita and the Man with a Beard and Woman with Hair (if you could call them associates)

Or the list was compiled by someone who was not very good at verifying that a person listed was really a henchman of Count Olaf. It looks like the names come from random sources of questionable relevance.
