That's Sunny-speak for "You are an evil man with no concern for other people!" It's also a portmanteau word for Bush-Cheney, the US president and vice president. Nice to see Snicket getting into political satire.
This makes me wonder if the next book will contain a sly jab at California's "governator", Arnold Swartzenegger.
